7e Arrondissement, that refers to the 7th District of Paris (Paris is divided up into 20 districts).  No major identifiable devices here - it's just a funky 7 feel, and obviously the 7 beats to the bar goes with the title... The only other compositional devices are that there are breaks at the start of the A sections, and there's a left-hand-and-bass intro, which also serves as a backing to the open drum solo.
